there still any search for more potential survivors? >> reporter: right now, what investigators are doing at this point are sifting through the wreckage to find clues about what went wrong leading to this awful tragedy. as far as more survivors, at this point they do just believe it is the two, the pilot and the one person on the ground who died. >> thank you, rita nissan, thanks so much for that live report from london this morning. well, it is 5:01 now. a new setback this morning for the boeing 787 jets in san jose. the dreamliner they are called, they have been grounded following an emergency landing in japan. cbs 5 reporter elissa harrington is outside mineta airport in san jose now with the very latest on that story. good morning. >> reporter: good morning, frank. this is a big blow for the dreamliner already being inspected by the faa for other problems. now two large airlines have

grounded all their dreamliner flights after one was forced to make an emergency landing yesterday. the floats on all nippon airways and japan airlines are affected. nonstop flights to tokyo out of san jose from the airport just launched last week are canceled. 129 passengers were aboard that flight yesterday when there was a problem with the battery forcing the pilots to land. here in san jose, ana flights in and out five times a week. the ana actually released a statement saying, "ana is confident of the safety of the dreamliner and as a matter of course inspects all boeing 787 aircraft on a daily basis to ensure safety." even though these cancellations are probably just temporary, for now, people in tokyo on their way to san jose are stranded. reporting live in san jose, elissa harrington, cbs 5. >> there's no worse feeling. elissa, thank you for that. a warning and search in the

delta region of contra costa county. it was about 8:00 last night when a 17-year-old walked away from the byron boys ranch. search dogs and a helicopter were brought in and he couldn't be found so they are warning neighbors to be on alert. the teenager apparently was wearing an orange jumpsuit and blue sweatshirt when he left. oakland can add a super cop to the payroll in an effort to fight violent crime or they might like to. bill bratton led police departments in both new york and los angeles. and he is ready to help oakland for a substantial fee of course. but as anne makovec reports, not everyone is rolling out the red carpet for him, right? >> reporter: that is true. last night a committee did approve the contract but they didn't confirm that bratton is going to be the man. the council has been ordered to look at alternatives because bratton has been raising some eyebrows with comments basically in support of "stop & frisk." that is a policy that some other police departments across the country are using. bratton is the former police chief of l.a.

and new york. and he is a proponent of an officer's right to search anyone if there is reasonable suspicion that the person is involved in any sort of criminal activity and with murder rates at alarming levels, we have talked four murders in oakland just last friday, the council has been considering a $250,000 contract to hire bratton and to help them out. well, protestors came to the city council meeting last night to say "stop & frisk" unfairly targets minorities. they were citing some of the statistics from new york where "stop & frisk" has been in place and that showed that a lot of the people that are being stopped are minorities and that the majority of those stops ended up finding no wrongdoing on the person who was stopped's part. the committee did approve a couple of other measures including hiring sheriff's deputies from alameda county to come help patrol the streets of

oakland and also hiring 21 civilian employees who would do some lower level police work that would free up officers in oakland to be on the streets and help hopefully help stop some of the murders from happening and the city council is going to be taking up this issue next week. live in the newsroom, anne makovec, cbs 5. let's get another check on the weather. lawrence is standing next to me. >> looming over you. good to see you guys. >> we're warming up. >> we are. the coffee is back at cbs 5. that was a rough day yesterday. >> it was. >> it's been so cold, too. >> sprint down battery at 7:00 after the show. >> let's get to peet's or starbucks right away. >> we have cold temperatures starting out again. some freezing temperatures as some of the overnight lows again plummetting down into the 20s and the 30s. we have those clear skies outside right now but looks like things are beginning to shift gears as hoops is

building in overhead. we have warmer days ahead. if you can get through the cold this morning and the frost, i think by the afternoon we have a little sunshine coming and maybe some 60s beginning to show up but right now it's 29 degrees in concord and cold there. 33 in san jose. 38 in oakland. 29 degrees in santa rosa and 29 also in the napa valley. the good news is by the afternoon i think today the beginning of temperatures running up in the 60s in many spots. about 61 in san jose. 60 in morgan hill. about 60 degrees and sunny in sunnyvale. as you make your way to the east bay maybe not quite as warm but not bad. 57 degrees in pleasanton. 57 in livermore. and about 56 degrees in concord. inside the bay we'll find some sunshine too and temperatures as high as 60 degrees in oakland. 57 in san francisco. a little bit of a sea breeze in toward the afternoon. but the weather looks like it's going to get nicer over the next few days. high pressure building in and it's a very strong ridge so likely going to see some mid- 60s some places maybe even warmer than that through friday and saturday staying nice and

morning flight at oakland airport, you may find caltrans crews out there for a little while longer. dumbarton bridge roadwork should be wrapping up on westbound 84 scheduled until 5:00 this morning. no delays on west or eastbound 84 across the span so they may have picked up the cones already. in the meantime, eastbound 4 one lane continues to be blocked approaching loveridge. that's scheduled to wrap up about 5:30. slowdowns are against the commute. westbound 4 looks good. 280 south bay sensors showing things moving at the limit. we'll have much more traffic and weather coming up. back to you guys. new this morning president obama is losing yet another member of his cabinet. the tier yor secretary ken salivar is stepping down. the interior secretary is stepping down. he is leaving to spend more time with his family. secretary of state hillary

clinton, defense secretary leon panetta and several others are leaving the team in a couple of weeks. in just a few hours from now, president obama plans to unveil his plan to reduce gun violence. cbs news says the plan calls for bans on assault weapons and high capacity magazines as well as including criminal and mental health background checks for customers in all sales. the proposals would have to be approved by the house and senate something the president admits is not a sure thing. nearly 6 out of 10 americans favor stricter gun laws according to a new "associated press" poll. 35% say gun laws should remain unchanged and 5% wanting looser gun laws. the new report that highlights the dangers of energy drinks. >> plus, crossing the line. the florida teen arrested for giving a wedgie. >> and forget unreally fans. the soccer mess that got some four-legged interference. coming up.

5:12. welcome back. we're going to check the roads now. >> we do that with elizabeth. take it away. >> all right. thanks, guys. we'll go out towards the bay bridge where we learn they just picked up some overnight roadwork. there were only a couple of lanes on the incline section over night. they just picked it up around 5

a.m. so you're good to go all the way across the upper deck heading into san francisco. no brake lights at all. and no metering lights yet. well see some changes in that about an hour. for right now you're good to go. live look near the dublin interchange westbound and eastbound 580. only 14 minutes from the altamont pass to 680 so not too bad yet as you make your way through livermore towards vasco road. other traffic cameras, it is a live look at the getting golden gate. they should be doing lane changes right about now. i saw a lane change truck drive by a little while ago meaning they are trying to get more lanes open in the commute direction of southbound 101. not too bad through marin county, drive time in the grown between san rafael and golden gate bridge toll plaza. 13 minutes there. a lot of roadwork has been picked up. around 5:00 they picked up the overnight roadwork on westbound 84. that's why you see that question mark there on the

dumbarton bridge so overnight we saw some delays there towards the pay gates. not the case anymore. if you are traveling along the peninsula, this is a live look at 101. so if you are continuing southbound towards maybe sfo, no delay on 101. 280 still at the limit, as well. actually both directions if you are heading between san bruno all the way towards san francisco on 101 still free and clear. elsewhere your drive times for the east bay so far not too bad as you can see all in the green including westbound 580, 14 minutes from the altamont pass. if you are commuting down the eastshore freeway, no brake lights yet through berkeley. 18 minutes from the carquinez bridge to the maze. and westbound 24, they had one bore of the caldecott tunnel closed overnight. they were doing some roadwork there. not the case any longer from walnut creek toward the macarthur maze. 13 minutes is that drive time in those westbound lanes of 24. and a quick mass transit check. nothing really to note. bart systemwide on time. ace train one got a great start with no delay. muni, caltrain and ferries same

thing all on schedule. that is a check of your "timesaver traffic." for more on your cold temperatures and waiting for spring-like temperatures anyway, here's lawrence. >> i think we are finally going to get some of those asker as the afternoon. right now feeling like winter outside as we have freezing temperatures once again under clear skies. you can see high pressure building in overhead not many clouds to worry about today and those temperatures falling again like a rock outside although a little more moisture in the atmosphere today. so another cold start to the morning. we'll see some areas and some patchy frost early on. no advisories for cold this morning. mostly sunny and warmer temperatures by the afternoon. i think today will be the first day we begin to see a few 60s around the bay area and sunny, dry and warmer temperatures still as we round out the next five to seven days. outside right now we have clear skies out over the bay but it is cold in spots out there. some 20s beginning to show up in some of the valleys. 29 in concord right now. 28 degrees in santa rosa. 33 even in san jose.

and 37 degrees right now in san francisco. i think on the big picture that dome of high pressure really building in now. the john mccain headed well to the north so any chance of rain staying well north of even washington. yeah. it is going to stay nice and dry for it looks like the next five to seven days, as well. after that we are likely to see a huge pattern shift and by the end of next week many a return to some rain but for today some warmer and some drier weather around the bay area. even around the state we'll begin to see some warmer temperatures about 62 degrees in monterey 63 in ukiah, chilly in the high country of 44 in lake tahoe, 45 yosemite and 57 degrees in the sacramento valley. looks like our futurecast model is keeping things nice and clear. you have that huge dome of high pressure overhead no fog to speak of. we may see a couple of patches of fog return to the coastline toward the weekend but in the meantime, nice and clear for today. sunny and bright and really some nice temperatures to go along with that likely to see some 60s beginning to pop up in the south bay. 61 degrees in san jose. about 60 in sunnyvale and about

61 degrees in redwood city. temperatures a little bit cooler into the east bay but not bad. mostly sunny all day long. inside the bay sunny 60 in oakland, 62 santa rosa, 57 mill valley. so looking out over the next few days, it looks like a return to some spring-like conditions outside. mid-60s maybe even a little warmer on friday and into saturday. looks like the temperatures may begin to col down just a little bit as we head in toward the beginning of the next week. next week we start to talk about rain but for at least the next five to seven days, some gorgeous weather still a little chilly in the morning but even that will start to moderate the next couple of days. >> i counted the number of suns on there. total of 21. i think you got 16 out of 21. >> amazing! start putting this forecast together and it's amazing. next few days will be great. >> thank you. victims of superstorm sandy are expected to get another $50 billion in government aid.

that's how much money is in a package passed by the house of representatives last night. the senate vote is likely to come next week. the storm that hit the east coast in october killed 140 people and did billions of dollars worth of damage especially in new york, new jersey and connecticut. the us treasury department says the government is now borrowing money from the federal employee pension fund. the move allows the government to keep paying its bills while congress debates an increase to the nation's debt limit. major credit rating agency fitch is threatening to downgrade america's credit rating if lawmakers don't raise the borrowing limit. emergency rooms are busy these days seeing people going to the hospital due to energy drinks, double from 2007 to 2011. the government reports most of the cases involve teenagers and young adults drinking energy drinks. reports say it causes insomnia, nervousness, headache, rapid

[ laughter ] hey, folks, you know what? another cold start to the day out there once again, chilly temperatures down in the 20s and 30s outside. a promise though of some warmer days ahead in fact today i think we'll begin to see some warmer temperatures outside. high pressure is now building in overhead. i'll tell you what this is some kind of ridge. this is what we occasionally see in the middle of wintertime. you get the whole ridge building in along the west coast and so you get a very big break in the storm pattern keeping most of the storm clouds north of the bay area not only here but all the way up into washington. so with that in mind, i think we have some great weather ahead for today. chilly in spots.

is making sure that i'm honest with the american people and with members of congress about what i think will work. >> from across the bay to around the world, the from across the bay to around the world. >> and mothers just need to get mad about guns. >> the stories that matter of on "eyewitness news this morning." good morning, everyone. it's wednesday, january 16. i'm michelle griego. >> hi, everyone. i'm frank mallicoat. it is 5:30. at least two people are dead after a helicopter crashed into a crane this morning in england. >> as rita nissan reports, it happened in crowded central london during this morning's commute. reporter: the wreckage from a helicopter crash created a line of flames down a london street. authorities say two people were killed when the commercial helicopter hit a construction crane on top of a 50-story building. >> see the helicopter come over hit the top of the jib of the crane, the helicopter come crashing down, the cab come crashing down on the road. >> reporter: authorities say the pilot and a person on the

ground died when the chopper went down. police shut down nearby city streets during the morning rush hour. the crash site is in the heart of london near a major train station and the british spy agency mi-6. witnesses say they saw the chopper flying fast up the river before it smashed into the crane, spinning out of control. >> it's like something out of a movie. so everyone was just in shock running around. it was madness. >> reporter: several people on the ground were injured and rushed to a nearby hospital. police say there is no evidence of terrorism. right now, they are treating the crash as an accident. rita nissan for cbs news, london. >> aviation expert chris yates told the "associated press" weather may have played a role in that crash. a new setback this morning for the boeing 787 jets in san jose. the so-called dreamliner jets grounded following an emergency landing in japan. cbs 5 reporter elissa harrington outside mineta international airport in san jose with more on that story.

elissa. >> reporter: good morning, frank and michelle. we know this is affecting bay area travel, because there were some nonstop flights to and from tokyo from san jose that have now been canceled. all nippon airways just started flying in and out of san jose last week using boeing's new and fuel-efficient dreamliner plane. there were supposed to be five flights a week but now they are grounded following an emergency landing yesterday. a plane in japan had some battery problems and passengers reported a burning smell. this follows months of or problems from oil and fuel leaks or cracked engines and cracks in the cockpit window. now, mineta san jose international was expecting to bring in $77.2 million a year with ana's nonstop flights. there's actually supposed to be a flight arriving at 10:10 this morning another taking off at 11:45 but for now, san jose- bound travelers are stuck in tokyo. live in san jose, elissa harrington, cbs 5.

>> thank you, elissa. 5:33 now. a san jose mom thwarted a kidnapper to tried to run away with her 2-year-old girl. police are now looking for the suspect today. it started yesterday when the girl who was playing in the front yard of her house on the 200 block of deo court in east san jose. according to the girl's mother, that's when the man tried to talk to her then the man grabbed the girl's leg and tried to pull her away. the mom said she wouldn't let go of her daughter. eventually the suspect ran off. in his 20s, red baseball cap. the mom said he smelled like automotive oil. in east contra costa county a teenager has escaped from the byron boys ranch there. a 17-year-old inmate walked away from the facility on bixler road about 8:00 last night. they used dogs, had a helicopter out. couldn't find the young man. he was last seen wearing an orange jumpsuit and blue sweatshirt. oakland is one step closer to hiring a super cop to help cut down on violent crime but

not everyone is behind the plan. cbs 5 reporter anne makovec is in the newsroom this morning with the consultant controversy. good morning. >> reporter: this guy is outspoken. he is bold. and he isn't sitting well with everyone. last night four measures aimed at beefing up the police department were sent to the council but the public safety committee stopped short of approving a plan to bring bill bratton on board. protestors oppose his support of "stop & frisk" policies. bratton is the former police chief of l.a. and new york and believes an officer should have the right to search anyone if there's reasonable suspicion the person is involved in criminal activity. with murder rates at alarming levels in oakland, the council has been considering a $250,000 contract to hire bratton and help the oakland pd. last night a committee approved the contract but did not confirm this bratton will be the man specifically. the council is ordered to look at alternatives. the main concern about "stop &

frisk," fears about racial profiling. in new york there were 700,000 stops in 2011, 85% of those stops were black or hispanic males. the vast majority of those stops discovered no wrongdoing. the oakland city council will be discussing this matter next week as well as some other measures approved last night including a proposal to hire alameda county sheriff's deputies to work on violence suppression in east and west oakland. in the newsroom, anne makovec, cbs 5. it's all about the big warmup after the deep freeze. still cold this morning but lawrence guarantees the big warmup. >> yes. we have the warmer weather on the way but we have to get through the big deep freeze this morning. it's cold outside, folks. we are looking at some temperatures again in the 20s and 30s early on. by the afternoon may begin to see a few 60s popping up outside. so think we have that to look forward to. but it is clear and cold to start out your day if you are heading outside. be prepared. it is going to hit you hard walking out the door this morning. temperatures right now 29 degrees in concord.

28 in santa rosa, 31 in livermore and 33 degrees in san jose. by the afternoon, we should see sunshine and temperatures beginning to warm up now in the 50s, probably going to begin to see a few low 60s and warmer weather is on the horizon, as well. we'll talk more about that in a moment. right now let's check the roads with elizabeth. >> we have photographers and cameras all across the bay area including one in san jose. it looks like everything is moving at the limit so far if you are traveling 101 through san jose. taillights that's southbound. headlights moving northbound. but it looks like a smooth ride both directions between santa clara and san jose. 880 in oakland close to 66, if you have a flight to check at the oakland airport this is close to the oakland coliseum as well everything is moving fine. they just picked up overnight roadwork in lanes in the macarthur maze towards downtown oakland. we have cameras just about everywhere this morning. here's a live look at 280 traffic coming into san francisco. you can see a couple of

taillights heading towards the city. everything at the limit 280 and 101 heading towards san francisco. on the maps we can show you through the macarthur maze, this is actually close towards 580 and 24. but all those approaches towards the bay bridge toll plaza so far look pretty good. westbound highway 4 is a little bit slow now. you can see through antioch those red traffic sensors speeds are -- a few brake lights under 25 miles per hour just through the antioch exits. once you get past antioch things look good. westbound 580 through the altamont pass, a little stop and go towards vasco road and livermore but mass transit off to a great start. we have not had any problems, no delay for bart, ace, muni, caltrain and ferries. that's traffic. back to you guys. >> that's the way we like it. 5:37. thank you, liz. in just a few hours from now president obama plans to unveil his plan to reduce gun violence. cbs news says the plan calls for bans on assault weapons and high capacity magazines. it also said it includes

sacramento and stockton. investigators say officer kevin tonn and his partner were confronting a burglary suspect when the man pulled a gun on them. officer tonn was shot and killed. his partner was not injured. the suspect later turned the gun on himself. so far, he is not identified. a bay area tycoon has been subpoenaed in one of the worst doping scandals to hit the cycling world. tom wisele made a name for himself when he took yahoo public. he alsoowns the holding company for lance armstrong's cycling team which made $40 million off the postal service in sponsorship fees. the contract banned doping. armstrong has offered to repay more than $5 million to compensate for the fraud he allegedly committed against the postal service and taxpayers. the feds turned him down saying it's not enough. soon there will be another opening in president obama's cabinet. interior secretary ken salivar is expected to announce he is stepping down. he is leaving the administration to spend more time with his familiar ply in

conveniences and maybe even a large purchase like a car or house, you really need to establish a credit history. the trick with credit cards of course is that you really do need it make all your payments on time without exception. and you can't run up big balance. a lot of people have been using debit cards in the last few years. they keep track of your money but don't establish credit history. if you are just starting out consider a secured credit card. that requires you to make a deposit with a bank before you get the card kind of like training wheels. the credit limit is the amount you deposit with the bank. it helps build up the credit score. it's the way forward for a lot of people. >> helps you get out of the gate without going bananas. so besides paying on time, what else should we do to better manage our credit? >> reporter: i think it's a great idea to sign up four auto pay. that really means that you will

never miss a payment or get hit with a finance charge for that payment period. but a lot of people really freak out. they are like oh, my god i can't have my credit card company reach into my bank account. who knows how much money is in there. so if it makes you nervous to have the company have a blank check, here's an alternative. establish a monthly amount of cash, even if it's just 50 bucks, have it sent to the credit card company every, single month so at least you make a minimum payment and avoid some of those fees. you know, another idea, set your own due date. a lot of credit cards let you specify when you can pay. so maybe you have all your cards come due the day after you get your paycheck. so that's a good way to manage it. on moneywatch.com, got to he remind you we have the best credit cards for 2013. really interesting the cards have changed a lot in the last couple of years. so you want to keep up with that especially different for the kind of credit card user you are. >> i like cash. >> yeah. i do, too. i like playing with cash, too. >> all right.

both looking good this morning. it's about a 15-minute drive time between 238 and the maze. and that's in both directions of 880. to our maps let's show you some slow spots. westbound highway 4 no surprise if you commute this every day but it's a tight squeeze through the antioch exits and after antioch everything turns back to green. green means speeds over 40 miles per hour. so it actually looks pretty good typical commute just in those antioch exits pretty slow and then westbound 580 your drive time is now in the yellow. that changed here within the last few minutes and it's because of more slowdowns through the altamont pass and livermore. once you get past vasco road it starts to look okay heading towards the dublin interchange and 680. mass transit nothing to note. so far everything is still on time for bart, ace, muni, caltrain and ferries. we have traffic and weather together every 10 minutes. back to you guys. >> thank you. san jose state university

is launching an online education pilot program which could expand statewide if successful. it's a partnership with a palette online education company. the program is small for now offering only three classes, on the try level math, statistics and algebra. >> the goal is to empower more people and to reach out it to your students so they can graduate quicker so they don't carry this big load of debt on their backs for the next 25 years. >> program is unique because it's only $150 a course. anyone can take the classes. online classes are on the agenda for this morning's uc regents meeting in san francisco. the "san francisco chronicle" reports the uc system spent more than $4 million marketing its online courses for nonstudents but so far only five people have signed up. those are students by the way.
